ROLE OVERVIEW
The Finance and Office Manager is a pivotal leadership role responsible for the financial health, operational efficiency, and administrative integrity of ILGA Asia. Based in Bangkok, this position ensures that all financial activities are conducted in compliance with Thai regulations, international accounting standards, and donor requirements — while actively supporting the organisation’s programmatic goals across Asia.
This role requires a proactive professional who can balance strategic financial oversight with hands-on day-to-day management, and who is comfortable operating in a mission-driven, regional NGO environment.
KEY RESPONSIBILITIES
- Financial Management & Transaction Processing

- Lead and oversee all finance and accounting functions across the organisation.
- Develop, maintain, and continuously improve the chart of accounts and bookkeeping systems, ensuring complete and accurate records of all transactions.
- Process all financial transactions accurately and on time, in full compliance with Thai regulatory requirements and generally accepted accounting principles (GAAP).
- Manage accounts payable and receivable, payroll, revenue and expense tracking, fixed asset registers, and cash and bank reconciliations.
- Ensure timely disbursement to staff, contractors, vendors, and the Thai Revenue Department, in strict adherence to ILGA Asia’s internal financial controls.
- Identify and resolve budget challenges, applying financial expertise to maximise the impact and leverage of available funds.
- Audit & Compliance

- Maintain an orderly and audit-ready filing system, including the general ledger, expense reports, billing records, and payroll documentation.
- Lead preparation for and oversight of annual audits in Thailand, as well as any project-specific audits, ensuring alignment with ILGA Asia’s internal controls and international accounting standards.
- Manage audit timelines, coordinate with auditors, and ensure timely responses and management replies to audit findings.
- Cultivate and sustain productive relationships with external auditors and other financial stakeholders to support continuous improvement in accounting practices.
- Organisational Budget & Donor Reporting

- Develop and review grant proposal budgets in close collaboration with the programme team, ensuring accurate fund forecasting and alignment with organisational priorities.
- Prepare and manage the annual organisational operating budget, confirming that donor allocations are sufficient to cover projected costs.
- Implement all fiscal reporting activities, ensuring correct allocation of funding sources and full compliance with donor requirements, restrictions, and ILGA Asia policies.
- Support grants management, including reporting, compliance monitoring, and financial reconciliation across active grants.
- Sub-Grant Contractual Management

- Prepare and manage Letters of Agreement (LOAs) with sub-grant partners, incorporating budgets, allowable cost guidelines, donor compliance provisions, banking details, and fund transfer schedules.
- Monitor sub-grantee compliance with LOAs and prepare amendments as needed.
- Provide targeted technical assistance to sub-grant partners on financial reporting formats, tranche requirements, and related processes.
- Sub-Grant Budget Oversight

- Review and provide constructive feedback on budget proposals submitted by sub-grant partners.
- Draft donor-facing budget proposals, including disaggregated sub-grantee budgets.
- Design and customise financial reporting templates for sub-grantees that align with both ILGA Asia’s chart of accounts and the respective donor’s approved budget structure.
- Oversee the disbursement and liquidation of advances to sub-grant partners.
- Conduct regular reconciliation of expenses reported by sub-grant partners against their approved budgets, flagging variances and taking corrective action as required.
- Office & Operations Management

- Oversee the smooth day-to-day operations of the ILGA Asia Bangkok office, ensuring a well-organised, functional, and welcoming working environment for all staff and visitors.
- Manage office facilities, equipment, and supplies, including procurement, maintenance schedules, and vendor relationships with landlords, utility providers, and service contractors.
- Develop, implement, and maintain office policies, administrative systems, and standard operating procedures to support organisational efficiency.
- Coordinate travel logistics for staff and visiting partners, including visa support, accommodation, and per diem management in accordance with ILGA Asia’s travel policy.
- Oversee the onboarding and offboarding of staff, including workspace setup, equipment allocation, and coordination with HR on documentation requirements.
- Manage organisational insurance policies, legal registrations, and statutory filings required for ILGA Asia’s operations in Thailand.
- Serve as the primary point of contact for building management, local authorities, and external service providers on all operational matters.
- Maintain an up-to-date asset register and ensure proper custody, labelling, and periodic verification of all organisational assets.
- Support event logistics for in-person meetings, regional convenings, and workshops hosted by ILGA Asia, including venue coordination, catering, and materials management.
- Identify opportunities to improve operational processes, reduce costs, and enhance the overall effectiveness of office administration.
QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; CPA or equivalent professional qualification strongly preferred.
- Minimum 5 years of progressive experience in financial management, with at least 2 years in a senior or leadership finance role.
- Solid knowledge of Thai tax regulations, statutory requirements, and financial reporting standards.
- Experience working in an international NGO, regional organisation, or donor-funded environment is highly desirable.
- Demonstrated experience managing sub-grants, donor compliance, and multi-currency financial reporting.
- Proficiency in accounting software (e.g. QuickBooks, Sage, or equivalent) and advanced Microsoft Excel skills.
- Experience managing office operations, vendor contracts, and administrative systems in a regional or international organisation.
- Strong written and verbal communication skills in both Thai and English.
