Title: Independent Consultant for Evaluation of ILGA Asia’s Humanitarian Grants in Responses to COVID-19
Duty station: home-based
Expected duration: 20 working days between December 2020 and January 2021
Budget: 2,900 USD

General background
ILGA Asia is the Asian Region of the International Lesbian, Gay, Bisexual, Trans and Intersex Association, representing East Asia, South Asia, Southeast Asia and West Asia. The Region was first established in Mumbai in 2002. Our vision is a world where Asia is a safe place for all, where all can live in freedom and equality, be properly informed in the nature of sexual orientation and gender identity & expression and sex characteristic (SOGIESC) rights, have access to justice, and diversity is respected.
In Asia, LGBTI community faced economic hardship, food shortage, and limited access to required healthcare services and education due to restrictive measures by governments to control COVID-19 pandemic. According to preliminary assessment with ILGA Asia’s member organizations in April 2020, LGBTI community especially trans people, youth and adolescence, sex workers and employees of informal sectors are being affected disproportionately and couldn’t access to social protection programs. Moreover, LGBTI member organizations most in need of aids are unable to receive humanitarian grants. Therefore, ILGA consulted with member organizations, and identified their gaps and needs.
Based on the consultation, ILGA Asia provided humanitarian grants to 18 LGBTI member organizations from 10 different countries. They have delivered the following COVID-19 emergency aids to vulnerable LGBTI people from June – October 2020.
Safe shelter for LGBTI people who are evicted from their home;
Food for those who have lost incomes;
Masks and sanitizers;
Self-care and wellbeing services, including counseling and psycho-social support for those who are undergoing distress;
Delivery of medications and health related services, including HIV medications;
Emergency legal support in cases of human rights violation;
Dissemination of information in local languages and languages used by migrant workers;
Income for community workers who have lost their job due to cut in funding.
ILGA Asia is looking for a consultant to analyze member organizations’ reports and evaluate the impacts of the humanitarian grants in response to COVID-19; how our members and LGBTI community benefit and what we can learn from this collaborative work to advance inclusion of LGBTI community in future crisis responses.
Objectives
The consultant will conduct an evaluation and support ILGA Asia and the members by achieving the following objectives:
To understand the effects of COVID-19 on the work of members, how they are adapting the changing situation and support system they can access.
To measure the impacts of ILGA Asia’s Humanitarian Grants on the members, beneficiaries and broader community.
To propose strategic recommendations based on key lessons learned, challenges and the flexibility to adapt and respond to the changes in the context of COVID-19 and similar crises.
Scope of work
The consultant is expected to deliver following outputs:
The detailed evaluation plan has to be submitted to ILGA Asia within a week of signing the service contract. The plan should include the reviewing and analysis of member organizations’ reports, identification of beneficiaries or members for interviews if more information is needed, drafting and finalizing the evaluation report as well as timelines.
The draft report based on preliminary analysis of data and recommendations have to be presented and submitted to ILGA Asia a week before the deadline.
Final deliverable is the final evaluation report with strategic recommendations no more than 20 pages including annex submitted in English.
Assignment duration
The consultant will work a total number of 20 consultancy days for this assignment ranging from December 2020 to January 2021.
Bidders have to make their own estimate of the time and travel taken to complete the assignment in line with this TOR and use the estimate as the basis of financial proposals to be submitted.
It is noted that ILGA Asia will bear the cost to hold the online webinar where the consultant will present the initial findings and recommendations. ILGA Asia will assist in organizing meetings with beneficiaries and members as recommended; however, the consultant is expected to be active in suggesting the agenda, methodology and timeline for these meetings and operation of fieldwork in general.
Provision of Monitoring and Progress Controls
The consultant will work under the supervision of and report to ILGA Asia Executive Director.
Qualification
Master degree with strong professional background in the field of social science, humanitarian science, and development studies;
Strong experience in Monitoring and Evaluation and assessment;
Experience working on SOGIESC related issues;
Experience working on crisis responses in the Asia;
Demonstrated track record in research and writing skills;
Strong analytical, conceptual and facilitation skills;
Competence in team work, interview and communication;
Ability to work independently and remotely
Good command of speaking and writing English (interested consultant will be asked to submit writing samples);
Interested consultants will be asked to tender a short outline methodology of how they would tackle this evaluation.
