The organization
Background
The International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA) is the world federation of national and local organisations dedicated to achieving equal rights for lesbian, gay, bisexual, trans and intersex (LGBTI) people across the globe. ILGA Asia is the Asian Region of ILGA, representing more than 170 member organizations in East, South, Southeast and West Asia.
ILGA Asia Regional Conference is the highest-level decision-making body of ILGA Asia, taking place every other year.
Our vision is a world where Asia is a safe place for all, where all can live in freedom and equality, be properly informed in the nature of sexual orientation and gender identity & expression and sex characteristic (SOGIESC) rights, have access to justice, and diversity is respected.
Our missions are:
To promote universal respect for and observance of human rights and fundamental freedoms, including the elimination of all forms of discrimination and stigmatization based on SOGIESC in Asia and including the specific provisions of the UN conventions and covenants specified in the Constitution of ILGA;
To work for the equality of all people regardless of sexual orientation or gender identity/expression and sex characteristic, as well as liberation from all forms of discrimination and stigmatization;
To empower and support LGBTI communities, organizations and individuals in Asia, while encouraging community building and networking.
Organizational Structure
The Executive Director is responsible to the Executive Board of ILGA Asia, which consists of two representatives from each of the four subregions in Asia (West, South, Southeast and East), one trans representative, one intersex representative, one youth representative and one bisexual representative.
The Executive Director is in charge of the operation of the office and the supervision of all staff members.
Strategic Priorities
ILGA Asia’s strategic priorities for 2021-2025 are:
Solidarity of LGBTI communities in Asia through networking and collaboration
Strengthened capacity of LGBTI civil society to work towards conducting effective advocacy for the respect, protection and fulfilment of their human rights
Increased understanding and acceptance of the public on SOGIESC issues
Facilitation of strategic information and knowledge sharing to build on data-driven responses to SOGIESC issues in Asia
The position
Key responsibilities
Organizational leadership, management and development
Oversee, jointly with the ILGA Foundation Board of Directors and the ILGA Asia Executive Board, the finances of the local Thai Foundation and the regional organisation;
Lead as a liaison between ILGA World and other Regions’ offices and the Asian board, and as administrative support to the regional board including the organisation of the board meetings, the biennial regional conference and related events;
Link ILGA offices, movements, donors and other stakeholders with the Asian board members to report their activities in ILGA publications;
Act as a point of reference and contact for the membership, linking with new groups and increase the membership of the Asian region;
Strengthen the office, including overseeing a possible relocation of the operations to another city/country in the future.
Operational and financial management
Manage the operation of the ILGA Foundation office in Bangkok, including staff supervision, compliance with relevant legislation and relationship to service providers;
Organise, in liaison with the hosting organisation and the ILGA Asia board, the ILGA Asia conference;
Develop annual work plans in line with the ILGA Asia Strategic Plan, and direct the staff team towards their implementation;
Ensure that systems and procedures are in place for managing financial resources efficiently
Ensure that financial performance is continually monitored and evaluated and prompt corrective action are taken where required
External relations and resources mobilization
Lead resource mobilisation activities to secure expansion of programme funding, e.g., writing concept notes and proposals; developing and maintaining a constructive dialogue with donors and partners whenever required;
Develop partnerships with national, regional, and global stakeholders for strategic collaboration to contribute to Asia objectives in protecting/promoting the LGBTI rights in Asia;
Contribute to the regional and international advocacy and lobbying activities in line with the ILGA Asia Strategic Objectives, and ensuring the Asia representation in appropriate events;
Supervise communication activities, including releasing press releases on behalf of Asia and in agreement with its board;
Direct the communications team to identify and liaise with local LGBTI groups and the mainstream media, including building a database of regional media contact.
The ideal candidate
We are looking for a leader with a passion for actively making a positive impact on the lives of LGBTI people in Asia while building solidarity with the LGBTI community in the rest of the world. An ideal candidate is familiar with and is capable of navigating around the diversity of LGBTI communities across Asia and the regional LGBTI movement. A skilled communicator and facilitator, the candidate should be able to bring in people with different voices to speak up and listen to each other to find a common solution. Last but not least, an understanding of all the security risks involved in working with LGBTI populations in different Asian countries and the ability to mitigate the risks are critical to the success of the post.
Qualifications
Three or more years’ progressive management experience in the non-profit sector.
A substantial understanding of diverse sexual orientation, gender identity and expression, sex characteristic.
A Bachelor’s degree is preferred, though candidates with substantial community leadership experience will also be considered and are encouraged to apply.
Knowledge of leadership and management principles for nonprofit and/or voluntary organisations.
Knowledge of Thai policies governing the non-profit sector, taxation, immigration, employment, health and safety.
Proven executive management and leadership experience, encompassing financial, project and human resources management, including managing a team of 5 or more.
Prior experience of working and engaging with governance boards of directors and executive committees.
Demonstrated ability to conceive, articulate and execute a strategic plan in liaison with a board.
Fluency in English is required. Proficiency or fluency in one or more Asian languages such as Standard Mandarin, Standard Hindi, or Bahasa Indonesia, Bahasa Malaysia, would be a definite asset.
