ILGA Asia is looking for a Finance Manager to join our team. This is an exciting full-time position to work with more than 190 LGBTIQ member organizations across Asia to advance the human rights of LGBTIQ people.

Salary & Benefits: 70,000 THB per month, Health insurance, Social security contribution and other benefits.
Duration of Initial Contract: 3 months on probation followed by a 9-month contract; the contract is renewable on an annual basis
Background
ILGA Asia is the Asian Region of the International Lesbian, Gay, Bisexual, Trans, and Intersex Association, representing East Asia, South Asia, Southeast Asia, and West Asia. The Region was first established in Mumbai in 2002. Our vision is a world where Asia is a safe place for all, where all can live in freedom and equality, be properly informed in the nature of sexual orientation and gender identity & expression and sex characteristic (SOGIESC) rights, have access to justice, and diversity is respected.
Our missions are:
To promote universal respect for and observance of human rights and fundamental freedoms, including the elimination of all forms of discrimination and stigmatization based on SOGIESC in Asia and including the specific provisions of the UN conventions and covenants specified in the Constitution of ILGA;
To work for the equality of all people regardless of sexual orientation or gender identity/expression and sex characteristic, as well as liberation from all forms of discrimination and stigmatization; and
To empower and support LGBTIQ communities, organizations, and individuals in Asia, while encouraging community building and networking.
Key responsibilities
Financial Management and Transaction Processing
Provide leadership to finance and accounting areas of the organization.
Develop and maintain system of accounts and keep books and records on all transactions.
Ensure that all financial transactions are processed accurately, in a timely manner, and in accordance with regulations and generally accepted accounting principles in Thailand.
Manage accounts payable and receivable, payroll, revenue and expense, fixed assets, cash, bank reconciliations.
Ensure timely payment of staff, contractors, vendors, tax department in adherence with ILGA Asia financial controls.
Provide solutions to budget challenges and strategically utilise financial expertise to ensure maximum leverage of available funds.
Auditing
Maintain an orderly accounting filing system, general ledger, expense reports, billing and payroll and prepare for audit practices
Oversee and facilitate the annual audits in Thailand and project-based audits
Ensure timely implementation of the audit through providing feedback and management responses to auditors
Organisational Budget and Reporting
Develop and edit grant proposal budgets and provide accurate fund forecasts by working with the program team.
Prepare the organisational operating budget and ensure that donor budgets are sufficient to cover costs.
Work closely with the program team in planning the annual budget for programmatic activities.
Implement all financial activities and fiscal reporting to ensure proper allocation of funding sources and fiscal compliance with donor requirements and limitations and ILGA Asia policies.
Assist in the management of grants reporting, compliance, and reconciliation.
Qualifications
At least 5 years of financial management experience with International Non-government Organizations.
Bachelor’s degree required; Master’s degree preferred (accounting, business management, public administration or related field).
Strong accounting software knowledge and experience.
Strong knowledge of: general ledger, banking, job cost accounting, accounts payable, accounts receivable, fixed assets, and nonprofit taxes and registrations
In-depth understanding of institutional donors’ rules and regulations in relation to program funding mechanisms, procurement, compliance, and reporting.
Advanced proficiency in MS Office - including Word and Excel
Good written and verbal communication skills in both Thai and English with the ability to communicate in a diverse, multi-cultural environment.
Excellent communication, analytic, interpersonal and organisational skills
Ability to prioritize multiple tasks and balance day-to-day tasks with strategic, long-term goals and timelines.
