Background
ILGA Asia is the Asian Region of the International Lesbian, Gay, Bisexual, Trans, and Intersex Association, representing over 200 LGBTIQ-led member organisations across 41 countries in East, South, Southeast, and West Asia.

The Consultancy
ILGA Asia is looking for an HR (human resource) consultant to fortify human resources and staff management practices by reviewing, updating, and developing comprehensive organisational manuals.
Key Deliverables
1. HR and Staff manual review and development
Conduct a thorough review of current HR and staff manuals to identify gaps and areas for improvement and update the current manual accordingly by ensuring compliance with Thai labour law and regulations
Ensure ILGA Asia’s manuals are aligned with Thai labour law and regulations.
Analyse the current organisational structure (organogram), including the respective positions' responsibilities/tasks, and update it accordingly.
Develop and implement comprehensive HR guidelines that align with best practices and regulatory requirements, ensuring a supportive and equitable work environment.
Facilitate the integration of diversity, equity, and inclusion principles into all HR and staff manual and organisational policies and practices.
Provide suggestions for the preparation of detailed documentation, including step-by-step procedures for HR processes, including hiring, onboarding, performance appraisal, and complaint mechanism, ensuring clarity and accessibility for all staff.
Establish key performance indicators (KPIs) for performance appraisal, promotion and increment.
Evaluate the staff benefit packages and current compensation structure and develop recommendations for adjustment based on industry standards and cost of living metrics.
2. Capacity Building and Training
Design and deliver training sessions for staff and management on the updated HR, staff, and finance manuals to ensure widespread understanding and adherence.
Provide ongoing support and advice to management on HR and financial matters, including dispute resolution, performance management, and staff development strategies.
3. Monitoring and Evaluation
Develop formative assessment tools for the Executive Leadership and Senior Management to evaluate the effectiveness of implemented policies and adjustments, making recommendations for continuous improvement.
