Title: Independent Consultant to develop ILGA Asia’s Strategic Plan for the period 2021-2025
Duty station: home-based with travel to Bangkok
Expected duration: 60 working days between April 2020 and January 2021
Deadline for submission: April 6, 2020
General background
ILGA Asia is the Asian Region of the International Lesbian, Gay, Bisexual, Trans and Intersex Association, representing East Asia, South Asia, Southeast Asia and West Asia. The Region was first established in Mumbai in 2002.
Ever since it was established in 2002, ILGA Asia has gone through incremental changes to become more organized. In 2016, ILGA Asia created its first Strategic Plan, aiming to become a more independent, more capacitated, and more visible organization representing and uniting diverse people with different gender, sexuality and sex characteristic across Asia, increasing its collaboration with other regional organizations and platforms on human rights issues concerning LGBTI people, and strengthening engagement of community members to UN human rights mechanisms.
In the region, ILGA Asia is known for organizing the biennial regional conference for LGBTI activists and allies. During the previous conferences, members and partners have been expressing the need for an ILGA Asia with a more active and relevant role to support communities on the ground in between the conferences. Those reactions were consolidated into a strategic plan, a basis for further development of work programs and activities.
A strategic plan was developed to actualize the vision of ILGA Asia, covering 2017-2019. Development of the Strategic Plan 2017-2019 was facilitated by the then external consultant Lieu Anh Vu in October - November 2016 upon consultation with the then members of the Executive Board. The draft plan was reviewed by members of ILGA Asia and stakeholders, whose feedback provided through Google Form was incorporated into the plan, before finalized by the Executive Board in December 2016.
The current Strategic Plan was coming to an end in 2019, so ILGA Asia needs to develop a new Strategic Plan. At the board meeting in November 2019, the Executive Board approved the plan to evaluate the Strategic Plan 2017-2019, and develop a new Strategic Plan for 2021-2025. The new Strategic Plan will be ready prior to the 9th ILGA Asia Conference in Ho Chi Minh City, Vietnam, and is subject to approval by the membership of ILGA Asia at that conference. The evaluation of the Strategic Plan will take place between April and June 2020, and will conclude prior to the membership consultation in July/August 2020, which is also a part of this strategic planning process.
Annual Reports of ILGA Asia for 2017 and 2018 are available to the public on ILGA Asia’s website, while the Annual Report 2019 will be made available in April 2020. Along with the evaluation report of the Strategic Plan 2017-2019 and the membership consultation, these documents will be the basis to develop the new strategic plan for ILGA Asia. An independent consultant will be recruited to develop a new Strategic Plan for ILGA Asia during the period 2021-2025 in accordance with requirements set forth in this Terms of Reference (TOR).
Objectives
A strategic plan which aims to give directions for ILGA Asia in the years 2021-2025 and achieve specific and concrete results by the end of this period, by:
Revisiting and clarifying ILGA Asia’s mission, vision, and values, which ground its identity and existence
Anticipating challenges, examining ILGA Asia’s internal strengths and weaknesses, scanning its external environment, and identifying and troubleshooting obstacles
Identifying core capabilities ILGA Asia needs to build in order to strengthen its resilience in a constantly changing environment
Deepening engagement among member organizations, board members, staff, partners, donors, and other stakeholders while building a shared understanding of what ILGA Asia is and where it is going, including its theory of change
Producing a fundraising strategy for funders and other constituents that articulates ILGA Asia’s aspirations and needs for support
Scope of work
The strategic plan should include the following components:
Situation analysis, including a review of the current landscape of the LGBTI movement in Asia, with key challenges and opportunities presented to them;
Organisational analysis, highlighting key strengths and weaknesses of ILGA Asia at the board, staff, and member organisations; its vision, missions and values;
Stakeholders analysis, including its relationship with member organizations, ILGA World and other ILGA Regions, partners and donors;
ILGA Asia’s Theory of Change, including the underlying assumptions for changes to happen;
Key strategic priorities and objectives for ILGA Asia to pursue
Plan for monitoring and evaluation the results of the strategic plan, with clear indicators and means of verification.
Expected outputs and timeline:
Two (2) weeks after signing the service contract: Detail working schedule presented on the given number of days with specific activities, selected stakeholders and appropriate methodologies for the process – to be submitted to ILGA Asia for review.
May 2020: Situational analysis of the Asian LGBTI movement; questionnaires for members’ inputs to the strategic plan
June 2020: Plan and methodology for membership consultation in August 2020; list of people involved in the consultation
July 2020: Online group discussion on strategic plan development with member organizations and preparation for the consultation;
August 2020: Facilitate the membership consultation; collect inputs for the strategic plan
November 2020: First draft of the strategic plan presented to member organizations; webinar
January 2021: Final draft of the strategic plan
Assignment duration:
The consultant will work a total number of 60 consultancy days for this assignment ranging from April 2020 to January 2021.
Bidders have to make their own estimate of the time and travel taken to complete the assignment in line with this TOR and use the estimate as the basis of financial proposals to be submitted.
It is noted that ILGA Asia will bear the cost to hold the online survey, online webinar, and membership consultation, where the consultant will facilitate. Meetings during fieldwork with stakeholders and beneficiaries will be organized by ILGA Asia as recommended, however, the consultant is expected to be active in suggesting the agenda, methodology and timeline for these meetings and operation of fieldwork in general.
Provision of Monitoring and Progress Controls
The consultant will work under the supervision of and report to ILGA Asia Executive Director.
Qualifications
Master degree with strong professional background in the field of social and/or humanitarian science;
Experience in strategic planning, research study, social survey and assessment;
Experience working on SOGIESC related issues and Theory of Change;
Demonstrated track record in research and writing skills;
Strong analytical, conceptual and facilitation skills;
Competence in team work, interview and communication;
Good command of speaking and writing English (interested consultant will be asked to submit writing samples);
Interested consultants will be asked to tender a short outline methodology of how they would tackle this evaluation.
