ILGA Asia is looking for a Monitoring, Evaluation and Learning (MEL) Officer to manage and oversee the implementation of overall monitoring, evaluation, and learning for our organisation.

Background

ILGA Asia is the Asian Region of the International Lesbian, Gay, Bisexual, Trans, and Intersex Association, representing more than 190 member organisations across East Asia, South Asia, Southeast Asia, and West Asia. ILGA Asia is seeking a Monitoring, Evaluation and Learning (MEL) officer who will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of ILGA Asia. He/she/they will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered through multiple projects. 

Key Responsibilities

Program Monitoring, Evaluation, and Learning

  • Manage and oversee the implementation of overall monitoring, evaluation, and learning for the program, including designing, implementing and managing program monitoring and assessment structures and processes.

  • Ensure that the MEL system is aligned with best practices and that it is responsive to the needs of ILGA Asia's staff, member organisations, partners, and donors.

  • Develop and maintain a comprehensive MEL plan, including MEL frameworks, indicators, tools, and processes that are integrated into all programs and activities of ILGA Asia.

  • Identify, analyse and synthesise lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle.

  • Support the Senior Management Team in proposal writing based on developing result-oriented projects and frameworks.

Capacity Building and Technical Support

  • Develop and deliver training programs and capacity-building initiatives on MEL for ILGA Asia staff, member organisations, and partner organisations, and provide ongoing technical support to ensure the effective application of systematic MEL approaches.

  • Foster a culture of learning and continuous improvement, both within ILGA Asia and among its partners, through the sharing of best practices and lessons learned.

Impact Data Collection and Management 

  • Develop, manage and maintain systems for the regular collection and analysis of program data, ensuring its accuracy, reliability, and relevance.

  • Design appropriate data collection methods, including outcome harvesting and most significant change, and conduct data collection activities and analysis within relevant timeframes to inform decision-making around program implementation.

  • Take the lead in data collection and reporting using monitoring tools to track program indicators, as per the performance framework, including updating online reporting systems, IATI and the program results matrix.

  • Document best practices and lessons learned and share them with staff and member organisations to maximise the impact of the program; foster a productive relationship and lesson-learned sharing culture among the program staff and stakeholders.

  • Led the preparation of high-quality, timely and relevant reports on program performance and impact, including progress reports, annual reports, and donor reports.

Evaluation 

  • Develop evaluation plans that take into account the project-specific Theory of Change, as well as evaluation criteria relating to relevance, effectiveness, efficiency, impact, and sustainability.

  • Lead program-level evaluation of higher-level outcomes and theories of change.

  • Coordinate the procurement, hiring, and assessment of external evaluators, together with the Senior Management Team.

  • Coordinate and communicate with external stakeholders, such as evaluators, partner organisations, and consultants, related to MEL activities.

Learning 

  • Assist the Senior Management Team in the development of result-based strategic plans and annual organisational plans by coordinating inputs, scheduling consultations and workshops, liaising with external consultants, developing discussion frameworks, and compiling the final document.

  • Work with alliance partners and other partner organisations to expand the existing learning agenda and communities of practice, and to ensure that ILGA Asia's programs are informed by the latest research, data, and best practices.

Qualifications and experiences

  • Bachelor's or master's degree in statistics, demographics, public policy, international development, economics, or a related field. An advanced certificate in Monitoring and Evaluation, statistics or economics is preferred.

  • At least three years of experience in developing and implementing Monitoring, Evaluation, and Learning (MEL), with a focus on cross-cutting themes, community-led MEL, and participatory MEL.

  • Proven track record of developing M&E frameworks and successfully implementing them.

  • Strong skills in both quantitative and qualitative data collection and analysis, with expertise in social norms and approaches, and the ability to draw insights from multiple sources.

  • Demonstrated program management skills, including experience in learning and adaptive management.

  • Experience in program progress report writing and proposal writing.

  • Excellent facilitation, presentation, and instructional skills, with the ability to support others in learning through various modalities, such as formal presentations, interactive instruction, workshops, virtual meetings, and webinars.

  • Strong English speaking and writing abilities, as well as fluency in one or more Asian languages.

  • Knowledge of international human rights law and a deep understanding of issues facing LGBTIQ communities.

  • First-hand experience, either as a volunteer or employee, in an LGBTIQ organisation, is highly desirable.

  • Willingness to travel as necessary.
